In 2010, Rep. Moran directed $200,000 toward the Heritage Language Literacy Club (HLLC), created by Prospera Initiatives Inc., in the FY 2010 Labor, Health and Human Services, Education and Related Agencies Appropriations Bill. The grant, disbursed through the Department of Education’s Fund for Improvement in Education, established HLLC at Groveton Elementary School. This three-year project will also support the creation of training materials to expand the HLLC model across the nation.
HLLC provides after school literacy classes for elementary-aged readers staffed by bilingual teachers and young adult Tutors. The program develops the bilingual skills of native Spanish speakers and increases the number of minority students involved in constructive after-school activities.
Participants at all levels develop relationships with successful role models of their own ethnic background. To encourage continued success for minority middle and high school aged students, HLLC Tutors receive a college scholarship award upon successful completion of each year of service.
Thanks to the support of Rep. Moran and other dedicated donors, Prospera expanded its services to more than 500 children and youth in the Northern Virginia area this school year. Yet, there are many more students who wish to have the opportunity to develop skills for the 21st century.
