Harriman serves as Avangrid’s Senior Vice President of Public and Regulatory Affairs
ALBANY, N.Y.–(BUSINESS WIRE)–Avangrid, Inc., a leading energy company and member of the Iberdrola Group, today announced that Kimberly Harriman was nominated by the Governor and approved by the New York State Senate to serve on the Board of the New York State Energy Research and Development Authority (NYSERDA). Harriman, Avangrid’s Senior Vice President of Public and Regulatory Affairs, will bring more than 20 years of experience in New York’s energy sector to the authority’s board.

NYSERDA is governed by a board consisting of 13 members, including the Commissioner of the Department of Transportation, the Commissioner of the Department of Environmental Conservation, the Chair of the Public Service Commission, and the President and CEO of the Power Authority of the State of New York, who serve ex officio. The remaining nine members are appointed by the Governor with the advice and consent of the Senate.
Harriman was appointed to the position of Senior Vice President, Public and Regulatory Affairs in June 2022. She joined Avangrid at the end of 2020 as Vice President, State Government Relations and Public Affairs, coordinating state government relations and public affairs for electric and gas utility subsidiaries in New York, Connecticut, Massachusetts, and Maine and renewable onshore and offshore energy projects across 22 states.
Prior to Avangrid, Harriman worked for over 20 years on energy issues for the state of New York. She served as Senior Vice President of Public & Regulatory Affairs at the New York Power Authority and a member of the Executive Management Committee. She also served as Chairperson of the Canal Management Committee, providing oversight and guidance to the successful integration and operation of the Canal Corporation.
Before joining NYPA, Harriman was General Counsel at the Department of Public Service where she was responsible for an in-house legal team that represented the Department and Public Service Commission in State and federal regulatory and civil court proceedings regarding regulation of the electric, gas, steam, water, telecommunications, and cable industries. Before assuming the General Counsel role, she served in roles of increasing responsibility within the Department of Public Service, including as an Assistant Counsel on major rate and siting cases, prudence proceedings, and major policy cases. In addition, Harriman served as an Administrative Law Judge presiding in major utility rate cases and other proceedings involving regulated utilities.
Harriman also served as an Assistant Secretary for Energy in the Executive Chamber where she assisted in the development of State and federal policy on a variety of energy issues affecting New York, including on-bill financing and energy-based economic development programs. She also worked in private practice working on energy issues.
Harriman graduated from Albany Law School of Union University and holds a BA in political science with a minor in economics from Siena College.
