Jackson brings more than three decades of distinguished leadership in local government, including city and county management roles in Georgia and North Carolina, to support HdL’s mission of helping public agencies secure the revenues they are entitled to under local ordinances and state law.
HdL Companies was founded by city managers and prioritizes hiring former civil servants into the organization wherever possible. Jackson will collaborate with HdL’s Business Development team to strengthen partnerships with local governments, offering firsthand insights into the challenges municipal leaders face and the opportunities available through effective revenue recovery and compliance strategies.

Over the course of her career, Jackson has served as City Manager for the City of Albany, GA, Administrator for the consolidated government of Augusta-Richmond County, GA, and Assistant County Manager of Mecklenburg County, NC. Her leadership has been marked by a commitment to equity, transparency, and resident-focused service delivery—values that align closely with HdL’s purpose-driven work.
