Fortuño’s Plan for English Proficiency in Puerto Rico

Governor Luis Fortuño and his supporters have initiated plans to install an English-Spanish bilingual education system inPuerto Rico. Opponents question his political motives, as he is a statehood advocate and Republican Party member. Fortuño’s efforts raise questions regarding the utility of English education on the island and the status of the current education system in the wake of rising crime and high unemployment rates.

Bolivia Struggles to Combat Narco Trade

Recent reports about Bolivian government officials’ involvement with drug trafficking, increased production of cocaine, and the presence of organized crime groups inBoliviacause concern about the challenges the country faces in combating the narco trade. The Morales administration needs to acknowledge the severity of the issue and take greater steps than the ones already taken to prevent the country from becoming another “Ciudad Juarez.”

Memory, Truth, and Justice: Brazilians Strive to Remedy Past of Violence

Students who form part of the “Movimento Escracho” aim once more to shed light on the offenses of a former military official. Their efforts reflect a definitive concern for justice and a desire to end impunity, a movement which can be seen as an opportunity for the Brazilian justice system to move beyond the shadow of a past dictatorship.
